In the Commonwealth of Massachusetts, when a person dies, without a will and there are no heirs or spouse to administer the Estate, a Public Administrator is delegated to administer the Estate under MGL Chapter 194

A Public Administrator is an appointed position in the Massachusetts legal system. The position is appointed by the Governor for the Commonwealth for a five year term of office.

Attorney Kolesnikovas was first appointed as a Public Administrator for Worcester County in September of 2002 by Governor Jane Swift. He was re-appointed by Governor Deval L. Patrick in 2008.
